This chapter examines whether copyright laws can actually stop unauthorized copying, and concludes that largely they don't. It argues that laws that are out of step with the needs of society must be changed. When we don't change them—as we have not with our copyright laws—there is massive disobedience. Characterizing wide segments of the populations as thieves and criminals is a sure sign a system of laws has failed.
