This chapter addresses the following question: What is new, relevant, and enduring about the changing strategic environment in which al-Qaeda and other terrorist groups operate? And how will that context affect the evolving threat of global terrorism overall? It discusses five broad developments shaping twenty-first-century terrorism, specifically changes in motivation, method, mobilization, morphology, and mindset. It argues that this quintet will have staying power long beyond the demise of al-Qaeda, affecting future campaigns and the significance of the threat that arises from them.
