What are the intended outcomes of public engagement? How are they engineered? Chapter 6 looks at the authentic transformations from cynical consumers to active citizens that public engagement practitioners seek. It investigates how these transformations, and their documentation in sophisticated surveillance systems, are rooted in corporate pressures for accountability and efficiency in the face of deep retrenchment. Public engagement can ease individual adaptations to a fragile economy characterized by tax increases and cutbacks in government programs, corporate benefit slashing, layoffs and restructuring, and nonprofit service reductions.
