In this chapter, canon law inside the church is explained. This has had some influence on case outcomes overall; however, the Vatican is not in total control of local actions. Abuse claims and mishandling resulted in more scrutiny of bishops who blocked action in the United States and elsewhere. The chapters provides an overview of the Vatican‘s growing recognition of the crisis, and the actions taken by Cardinal Ratzinger, as well as those proposed by Pope Francis going forward. It also deals with the interaction between the international Church and states, and describes the current canon law regarding sexual abuse claims.
