Chapter 3 focuses on the ACG’s transformation from a democratic social movement into an opposition political party attempting to institutionalize the new democratic forms and ideas that had developed during the anti-Caballero struggle and win political power in Guerrero by electoral means. Yet institutionalizing the popular democratic idea of ending “boss rule” proved difficult as ACG internal divisions and the ruling PRI’s time-tested strategies of targeted repression and cooptation of dissidents undercut efforts to reconfigure political organization at the local level. A 1962 electoral campaign in which the ACG fielded candidates for local and state offices tested the willingness of the PRI to negotiate with a populace that demanded the regime live up to its social democratic rhetoric and Mexico’s 1917 Constitution. The PRI proved inflexible and the 1962 electoral campaign ended in another massacre.
