Labor market policies include policies to affect the number and type of workers that employers want to hire, the number and type of people who are willing and able to work, and wage and nonwage compensation. If policy makers in a country regard it as a top priority to increase the number of jobs in paid employment, this chapter discusses how countries can: set the rate of pay and other elements of the compensation package so as to avoid prematurely high labor costs; remove those undue barriers to hiring that arise from excessively protective labor legislation; increase employees’ skills and productive abilities to the extent that skill deficiencies are causing jobs to go unfilled; and establish programs for government to be an employer of last resort for the poor.
