Research capacity refers to an institution’s resource base that supports its research endeavors. Most capacity building efforts concentrate on increasing research expenditures. This involves adding to the institutional resource base and increasing the research expenditure growth rate. In a university setting, adding to the base means increasing the number of faculty members who generate research funding, and increasing the expenditure growth rate means increasing the average amount of research funding generated per faculty member. To amplify the impact of hiring new faculty members, many universities make cluster hires. More and more universities have begun to rely on congressionally directed appropriations to increase research capacity. The federal appropriations process is reviewed, with an emphasis on practical methods for obtaining university earmarks. This includes an examination of the role of lobbyists. Two programs designed to build research capacity in states that traditionally have not fared well in the competitive grants arena, namely EPSCoR and IDeA, are also discussed. Examples of significantly increased research capacity due to large research facility management are presented. Universities also enhance research capacity through alliances and consortia with private industry and government agencies.
