This chapter summarizes six elements which are extremely relevant for a smooth application of the principle of mutual recognition: a rapid assessment of any upcoming or existing hindrances to the principle of mutual recognition; a good knowledge and understanding of the principle of mutual recognition and the broader EU context in which it operates; legal certainty (in particular clearly defined duties, rights, and deadlines); a well-developed co-operation mechanism (e.g. tools to identify the competent authorities; the use of vehicular languages); due consideration of the issue of costs; harmonization.
