This brief conclusion provides an overview of the book. With a range of comparative material, the book has analysed contemporary developments in English higher education with particular reference to its changing structure, modes of governance, regulation, and funding. The intention has been to describe the shift in the role of government as provider to that of government as regulator. The authors have not been afraid to express their own personal preferences and predictions in favour of a diversified model of higher education, of universities as providing a private as well as a public good, of the inevitability of a higher education system in which teaching is for the most part privately-funded, and of the preference for central steering through the operation of a state-regulated market rather the enmeshing of higher education within the state apparatus and driven by its overwhelming dependence on the uncertainty of public funding.
