Identifying the goals of international courts is only the first step in evaluating their effectiveness. The next stage is to assess whether judicial outcomes (changes in the state of the world brought about by the outputs generated by the court) attain the goals set for the court. This chapter discusses the use of operational categories and possible performance indicators.
