This chapter outlines the content of the final text of OPCAT. It completes the historical narrative on the background to the drafting of the text. It then briefly explains the resulting remit of the international Subcommittee on Prevention of Torture (SPT) and the role of national preventive mechanisms (NPMs). The chapter also looks at some underlying issues which are key to an understanding of how OPCAT has since developed. These include the issue of standards and the concept of prevention.
