This chapter shows how Jean-Marie Roland became a key player in Lyon's municipal politics while his wife writes for Le Patriote. Roland is elected a ‘notable’ (member of the enlarged city council) with other radicals who call for an end to the octrois – local excise duties oppressing the poor. He becomes a controversial figure during anti-tax riots, and with others encourages the local working-men's clubs to become linked to Paris Jacobins. As a full council member in November, when a progressive majority takes over, he chairs the finance committee.
