Here Badrinath notes that the first condition of freedom from fear is that all power and authority, whatever their sphere be, should be made subject to law—law as justice, law as truth. Indian public life is characterized by a singular absence of the very first condition of freedom. This has increasingly been so in the last two decades. The result is that the Indians live with an increasing sense of fear, which is palpable and is expressed in several ways. They live in fear that whatever freedom they might have in theory, they do not have the protection of the law. It is also true that crime in India has the protection of politics. Badrinath says, in India, whose civilization was founded upon truth as law, and upon law as truth, ironically among those exercising political power subject to both, there is in today’s times total immunity both from law and truth to those in authority.
