Despite being a major country of origin, transit and destination, India’s global engagement on migration is sub-optimal. The primary reason for this, in our view, is the absence of a Migration Praxis Framework that is coherent. Its institutional framework for migration governance is obsolete. Emigration from India is still exit-control based. We analyse the consequences that result—a unidimensional view of migration, the paternalistic approaches to protection and welfare of workers as well as the inability to treat migration as a self-selecting process. Findings based on primary data of a pan-Indian survey of intending migrants point to gaps in policy and the felt needs of migrants. Not all is gloomy though. There are good practices that have worked. We conclude with some first principles for migration governance and the way forward.
