Contrary to the terms of the agreement in Geneva, the ‘other’ armed Tamil groups were allowed to have a free run by the government. Often in cahoots with the government forces, who also provided them security cover when necessary, they were busy hitting out at possible LTTE targets. The White Vans too became active in abducting persons seen as inimical to the government. The Karuna faction was out to compete with the LTTE in recruiting underage children as soldiers. Accountability was simply allowed to fly out of the window. The activism of the other armed Tamil groups was fast turning into a proxy war. As a result, LTTE’s capacity to mount offensive actions was severely blunted.
