This chapter attempts an objective appraisal of what DPEP accomplished and what it did not, describes the transformation of DPEP into Sarva Shiksha Abhiyan (SSA), and outlines the common features and differences of DPEP and SSA. It also describes the ‘phenomenon’ of para-teachers and critiques the reliance on para-teachers to improve teacher–pupil ratio. It critiques of the competing theories of pedagogy, and examines the functioning of private schools and their relevance for educational development. It describes and critiques the internationally acclaimed Education Guarantee Scheme of Madhya Pradesh. It outlines the challenges ahead and the stresses the importance of focussing on learning outcomes and of ensuring that private schools are not left out of the efforts to improve quality and learning outcomes.
