This chapter describes the far-reaching changes in ideational and policy regime after DPEP was launched—the emergence of civil society activism, the emergence of the rights approach to elementary education, the shrill demand for abolition of child labour and enactment of compulsory elementary education legislation, and the increasing importance of private schools. It also narrates the contribution of the Ministers Madhavrao Scindia, S.R.Bommai, and Murli Manohar Joshi and the chequered course of amending the Constitution to make elementary education a Fundamental Right and the enactment of the Right of the Child to Free and Compulsory Elementary Education Act. It also describes the launch of the Mid-day meal Programme.
