This chapter makes an assessment of the socio-economic progress made by special category states relative to each other and also to the national averages. Selecting 2001 and 2011 as the reference points in time, the chapter compares the performances of all special category states against the standard of national averages. It notes that these states have made remarkable progress during this decade, especially in reducing poverty and expanding the social infrastructure of health and education, though the development has been rather uneven among them. To compare their socio-economic performance against each other, it then constructs a Composite Development Index comprising ten indicators categorized under three groups: (i) Income, Employment and Poverty Indicators, (ii) Socio-Economic Development Indicators and (iii) State Intervention Indicators. The composite index measures their relative socio-economic performance in 2001 as well as in 2011 and ranks them accordingly.
