Describing the benefits available to special category states in the pattern of central plan assistance, Finance Commission transfers as well as from other central schemes like Backward Region Grant Fund (BRGF), this chapter points to the absence of any coordinating and monitoring mechanism to oversee the use of developmental funds in an integrated manner. Proper utilization of funds has always remained a problem in the north east and this has to deal with the creation of institutional capacity, in the absence of which even the establishment of a Non-Lapsable Central Resources Pool (NLCPR) has not been able to improve funds utilization. For the northeastern special category states, this chapter examines the roles of the North Eastern Council (NEC) and the Ministry of the Development of North East (MDONER) as well as the Autonomous District Councils. Finally it takes a critical look at the Look East Policy and evaluates the cross border trade in the northeastern states.
