This chapter analyses the attitude of the International Committee of the Red Cross (ICRC) regarding the massacres of the Hereros, the Armenians, and the Jews. It first considers how the ICRC viewed the victims and their persecutors before discussing the dichotomy between the ICRC's leadership level, which was basically passive during the genocide of the Jews, and the lower level of the organisation chart. It then examines the issue of humanitarianism in relation to the massacres.
