This chapter discusses two main types of administrative contact used in the restructuring of relations within government: (1) framework documents linking executive agencies and government departments; and (2) Public Service Agreements (PSAs) governing the relationships between the Treasury and spending departments. It examines the operation of contract norms in structuring, confining, or checking the exercise of public power in these relationships. It also examines the system of performance management running through all levels of the contractual organisation of public services.
