This chapter examines universal jurisdiction in international texts. It distinguishes between multilateral conventions, resolutions from intergovernmental bodies, and official drafts and studies. Besides searching for provisions on universal jurisdiction in multilateral conventions and for indications of an opinio juris among States in non-legally binding international texts, the chapter lays further groundwork for the discussion of municipal legislation and case-law.
