This chapter discusses some key issues of economic regulation in telecommunications. Such issues include the regulation of end-user prices and interconnection prices, linkages between price regulation and operators' strategic behaviours, facilities-based competition versus resale and unbundled access, the allocation of scarce resources, main auction methods and issues, the merits of imposing vertical separation between different segments of the telecommunications market, the regulatory implications of convergence, and international benchmarking of telecommunications prices.
