The Strategic Rail Authority and a 10 Year Plan, 1998–2000
This chapter begins by discussing the creation of a shadow strategic rail authority (SSRA). It also talks about the Train Operating Companies' (TOC) performance during 1998. It then discusses the efforts to reshape the existing SSRA structure in 1999. This chapter also talks about the SSRA's strategic management of the industry, as well as the impact on the industry caused by another serious accident at the Great Western main line out of Paddington at Ladbroke Grove on 5 October 1999. Subsequently, it explains the Ten Year Plan created by the government in July 2000 as well as several investments made by the government in the transportation sector.
