The main features of the Council of Europe Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) are by now well known. The Committee is an international body of inspectors charged with visiting all places in contracting states in which persons are deprived of their liberty by a public authority. This chapter begins with a discussion of the first and second stage of the development of the CPT. It then presents an assessment of its overall performance.
