This chapter examines the consequences of China democratizing and the possible domestic, economic, political, legal, and social development implications. It notes that democracy is most likely to be the result of evolution rather than revolution. The transition is more likely to involve a pact of the elite. However, it explains that democratic elections will not solve most of the problems China is facing or causing to other countries. It emphasizes the empirical record of other countries that democratized at lower wealth and why China does not want to risk democracy.
