Benjamin von Kállay is the most important figure of the Austro-Hungarian administration of Bosnia-Herzegovina. As second in command in the Foreign Office, he had negotiated the secret treaty with Serbia and been directly involved in the setting up of the Bosnian religious hierarchies. This chapter shows that Kállay's attitude towards Bosnian nationhood as a pragmatic stance is not without a certain rationale, yet suggests that there are indeed paradoxical elements in his career as a gifted man, owing probably more to temperament than shifts in underlying beliefs. The ideas that gave his regime its incisive stamp are presented, leaving the details of the Bosnian response to subsequent chapters.
