Product, knowledge system, and strategic innovations for complex innovation systems cannot take place without innovation in governing structures, or collaborative commons. It takes an infrastructure to take advantage of emergence, but the participants need ways to come and stay together over the long term to create all these innovations. Collaborative commons enable concrete instances of the co-evolution of sciences, technologies, clinical applications regulations, and industry structure. The chapter summarizes transformations in the objectives, activities, and roles of public agencies that can enable new collaborative commons, and reviews the diversity of non-market collaborative commons that already exist to take advantage of emergence. Institutional innovators hypothesize novel configurations of interdependencies among relational elements that are already being used in various ways to enable particular innovations, evaluate those configurations by trying them out, and reframe them through in depth, ongoing deliberations among the public and private agents involved.
