HIV/AIDS has caused a devastating shock to the lives of people affected by HIV/AIDS, but the economic impacts of the epidemic do not fundamentally add to the evaluation of the consequences of HIV/AIDS across countries. The slow disease progression and transmission dynamics, especially since treatment has become widely available globally, pose challenges for the evaluation of HIV/AIDS-related interventions and programmes. The book responds to these challenges in two ways—(1) emphasizing the dynamic and population-level effects of investment in HIV prevention, and (2) interpreting investments in the HIV/AIDS response as financial as well as health investments.
