This chapter aims to develop a heuristic model for analysing the development of provincial religion within the framework of cultural contacts characterizing the early phases of the formation of a Roman province. This comprises the widening of the circle of people involved in contacts over border-lines, the opportunities for elites for social distinction, and the sharing of knowledge as determinants of religious communication. Potential changes in the basis of knowledge and functional uncertainty are explored in a simple model of two cultures in exchange.
