The chapter focuses on US military and policing initiatives within its colonial empire during World War I. It concludes that Washington’s preoccupation with colonial policing, social order, and surveillance was not unique to the era of the First World War, but the war—and its twin threats of German invasion and anticolonial subversion—gave policing an intensity and urgency it had not had before. This process was reflected on the home front as well, where the war accelerated trends toward the professionalization of policing, the expansion of federal policing power, and the deployment of intelligence capabilities for domestic purposes.
