This chapter attempts to locate political sources of contemporary humanitarian emergencies. The political sources of humanitarian emergencies are complex but there are conditions, policies, and paths that significantly increase the risk. It characterizes these problems as processes where attributes combine with actions to create increasingly dangerous risks of political and social violence. It analyses relevant cases of war signals in Yugoslavia, the politicides in Uganda, and state collapse in Somalia.
