This chapter examines the economic impact of multinational enterprises and the role of international investment and trade policies in developing countries. It analyses the extending of international investment rules to developing countries. To bring developing countries within the international rules requires mechanisms to tolerate measures that signal a reversal of liberalization. The principles underlying the measures designed to improve the benefits of foreign direct investment are contained within the OECD Guidelines.
