This chapter explores the possibilities for innovation in the context of a region — Wales — which is dominated by the branch plants of large multinational firms. The evolution of institutional capacity in Wales is significant when compared to the English regions. Whatever its limitations, this embryonic state apparatus has enabled Wales to pursue a more robust economic strategy than its regional counterparts in England. In fact, Wales can be considered something of a regional laboratory in economic development terms in the sense that it has developed a number of institutions and a policy repertoire which simply have no equivalent in the English regions. This can be called a ‘regional innovation system’ in the making and the main aim of this chapter is to examine the developmental potential of this system.
