Some products have generated a great deal of interest even before they are launched. High-definition television (HDTV) is a prime example of the difficulties of achieving international agreement on standards, as it highlights the general problem of co-ordinating strong complementary interest groups. This case study gives some useful insights into the strengths and weaknesses of using official adoption as part of the standards strategy. The aim of the standards strategy is to build up the installed base of support for the standard and establish its credibility with potential adopters. HDTV shows a number of specific market strategies for establishing standards which come into the official adoption for questions to be resolved. The case illustrates some policy problems of using official standards bodies to achieve the industrial objectives.
