This chapter sets out the history of telecommunications in Britain and France, establishing the similarities in institutional arrangements and policy questions that existed in the two countries by 1969. It establishes that there was a common institutional starting point for the comparison, and that there existed many other long-standing similarities in telecommunications policy.
