This chapter explores the subject of the international regime concerned with refugee problems worldwide. The word “international regime” stands for the governing arrangements made by a group of countries dealing with a particular issue in world politics. The chapter states that a variety of individuals rather than one hegemonic power offered the impetus for the creation of the international regime. The chapter explores in detail the different reasons responsible for the emergence of an inter-war refugee regime. Four important elements of international regime come forward through the chapter: principles, norms, rules, and decision-making procedures.
