This chapter discusses the importance of the institution of local government in the contemporary framework of government. It examines the changes which have taken place over the last twenty years and assesses their effects on the status of local government. It focuses on those reforms which have had a significant impact on the political capacity of the institution of local government and describes four factors which have a major bearing in this issue: structure, functions, accountability, and finance.
