This chapter discusses in detail the inter-American system for the protection of human rights. It focuses on problems of implementation, and on the roles of the Inter-American Commission on Human Rights and of the Inter-American Court of Human Rights. The chapter clarifies the difficult issues involved in the relationship between the regime established under the Charter of the Organization of American States and the regime established by the American Convention on Human Rights. It illustrates the role of country studies, on-site inspections, and individual communications. Teaching suggestions, syllabus, and bibliographies are provided at the end of the chapter.
