This chapter discusses the events that occurred prior to the first war with the Dutch. The reason for this war may be attributed to the moves and attitudes Clarendon and Downing showed while at the embassy in Holland. It was the involvement of the court in merchant ventures to the tropics that mainly pushed England into war with the Dutch.
