The programme contained in the bill and book was so extreme, so manifestly unacceptable, not only to the queen but to all responsible opinion, that one marvels both at the sanguinity of its sponsors, and speculates as to the precise place of these parliamentary manoeuvres in their total strategy. The form of approbation with which the conferences were now to be confronted begins with a confession that the Book of Discipline agrees with the word of God that so far forth as we are able to judge and discern of, that is a general affirmation of desire to see it established, with the exception, and a promise to advance it by supplication and suit, and to put it into immediate practice, so far as this is compatible with legality and the peace of the Church.
