In the autumn of 1889, Francesco Crispi was embarking on a new tack in foreign policy for Italy. After the disappointments of the summer it seemed wise to shelve the idea of war with France. Crispi showed good faith to appease France; in December 1889 he duly abolished the differential tariffs as promised. He was also doing his best to ingratiate himself with the British. Warmer relations with France and a charm offensive with Britain formed the backdrop to Crispi's African ambitions, mainly the acquisition of Tripoli. This chapter chronicles Crispi's parliamentary life in 1889-1890.
