This chapter discusses Anglo-Russian relations during 1899–1903, which focused on China and Central Asia. From 1899 to the end of November 1903, the British had attempted to come to terms with Russia over China and Central Asia. For various reasons, the Russians had rejected all British initiatives. However in the same period, the British bargaining position had improved. The end of the Boer War, the signing of the Japanese Alliance, and the opening of negotiations with France, all had strengthened the British hand.
