Based on a review of literature written in the first decade of the twenty-first century until the 1990s, this chapter examines the factors that contributed to the success of democracy in India. It highlights the achievement of Indian democracy in institutionalizing political equality and in defying Western democratic theories that require certain preconditions like high levels of income and social homogeneity. It also argues that political scientists need to take up the issue of India’s unfinished democratic revolution with renewed seriousness and work on theorizing the preconditions and the nature of substantive democracy.

Keywords:   democracy, India, political equality, Western democratic theories, income, social homogeneity, political scientists, democratic revolution
