This chapter examines the future of the civil service sector in India based on the work conducted by the Fifth Central Pay Commission. This commission created in 1994 under the chairmanship of S. Ratnavel Pandian and it published its findings in September 1997. It investigated the general principles for pay determination, pay scales for civilian employees, and the questions of civil service reform.
