This chapter details the operations of the case study firms in this book. They all faced four common challenges in converting agricultural land into large, private housing development projects on the periphery of Ho Chi Minh City: finding available land, negotiating compensation with current occupants, assembling development financing, and gaining permits and approvals. The chapter shows how the firms found and created a variety of institutional arrangements to overcome these hurdles and relied on the assistance of city district governments. It also distils the common characteristics and strategies of the firms who were successful.
