Mikhail Kasyanov was prime minister in the government during the first Putin presidency, from 2000 to early 2004. He was a pro-market policy maker and succeeded in having the Parliament adopt a series of reformist laws on taxation, land transactions, corporate governance, and judicial reform. He was fired by Putin ostensibly for his pro-business leaning and declared his intention to run for president in the 2008 election. In his interview he stressed that a special program was needed to encourage small business in agriculture, in industry, and in the service sector.
