Oleg Vyugin, Dubinin's successor as Central Bank's deputy chair, gave a firsthand account of post-August 1998 monetary policy formulation in a 2003 conversation. He emphasized the need to initiate real changes in the banking sector by raising transparency, to identify the genuine owners of the banks, and to remove fake capital from the balance sheets.
