This chapter describes the historical context for the establishment of Medicaid, and explains basic standards and guidelines. It then examines programs and services available under Medicaid for older adults. In particular, dual eligibility, managed care, the freedom of choice and home and community-based waiver programs, and long-term care financing issues are discussed.
