This chapter examines the role of the electorate in the democratic process. It provides a summary of the evolution of the electoral franchise in a variety of countries, focusing specifically on the requirements for voting in the lower house of the national parliament. It suggests that most qualifications for voting may be grouped into those based on community membership, those based on competence, and those based on autonomy.
